Pul alleges financial mismanagement by Govt

Staff Reporter

ITANAGAR, Apr 03: Just a day after being expelled from the Congress party, Hayuliang MLA, Kalikho Pul today launched a scathing attack on the Congress led state government and alleged them of financial irregularities.

Pul claimed that the state is going through severe financial crisis due to the financial mismanagement of the present government. Situation is so bad that it compelled the Chief Secretary to order closing of the year on March 24 instead of March 31, Pul added.

"Government is not able to pay money to the contractors. Therefore they have issued cheques which have validity till April 30th. It means they have no money to pay now and are waiting for the new funds to come.  Unconfirmed sources say that the state government is facing deficit of Rs 6 thousand crore," said Pul. He also said in the financial year 2014-15, the state government received central grant of Rs 5815.71 crore and another additional fund of Rs 1109 crore. "Where has this money gone? People of Arunachal should know that Rs 864 crore GPF and Rs 97 crore New Pension System money has been utilized by government and they have not been able to return the money. Presently the account of GPF and NPS is nil," Pul added.  He also claimed that due to non-submission of utilization certificates on time many funds have lapsed thereby causing serious loss to the state. "Under TFC, Rs 178.66 crore was released for the Panchayat body and out of this only Rs. 57.48 crore has been spent. Also Rs 20.79 crore was kept under ULB, out of which Rs 1.48 crore was used. The remaining was not released by Centre as state government could not provide UC and therefore huge amount of money lapsed causing serious loss," he added.

Thrashing the allegations of funds mismanagement by him during as the finance minister, Pul said, "I left the finance ministry on November 2011. When I left there was Rs 1127.17 crore in the state exchequer. Also an amount of Rs 1293.37 crore received as upfront and processing fee from hydropower developers was used for implementation of the Sixth Pay Commission. Therefore, how can people blame me for the present financial mess," said Pul.

Lastly he added that the present liabilities of state government to the tune of above 6 thousand crore and the money supposedly to come under 14th finance commission is around the same. "Whatever new fund we receive under 14th finance commission will be spent to clear the liabilities. Now tell me where is the money for development? From where will they pay salary to the government employees," Pul added.

Pul also informed that the funds for PMGSY, DONER, NEC and NRHM has been misused due to which no fresh fund is coming to the state. Painting of gory days ahead, he claimed that due to the present financial crisis, the situation is fit to declare financial emergency in the state and imposition of Presidents' Rule.

I was not served show cause notice: Pul

Staff Reporter

ITANAGAR, Apr 03: Former Congress MLA Kalikho Pul today hit back by terming the move to expel him from the party as unconstitutional. Addressing the media persons this afternoon at Arunachal Press Club, Pul said that he did not receive any prior notice and was informed about the decision to be expelled from the party through media.

"I have received the expulsion order this afternoon. I will appeal to the higher authority for reconsideration of the decision," said Pul who was expelled yesterday for six years for alleged anti-party activities. "The decision of the party state president was unfortunate as I was not served any show cause notice earlier. As per the party's constitution, before expulsion of a member, he should be served a notice and then suspended. Expulsion is the last option if anything is proved against him," he said.

"If I committed any anti-party activity, there should be a complaint to the vigilance committee of the party which would conduct an enquiry and submit its report to the party president for further action. However, in my case no such thing happened," he said.  The fifth-time MLA from Hayuliang constituency in remote Anjaw district said he would seek legal help if necessary after due consultation with his supporters. He said he had never worked against the party's interest during his 30 years long association with Congress. "I was inspired by the vision of former Prime Minister Rajiv Gandhi. When he visited Tezu in the year 1986, I listened to his speech and after that I made my mind to join Congress. I won the first election in 1995 and since then have been winning elections with record margin. Also I have never been part of any dissidence activities," he added. Further he added, "There was some misunderstanding which cropped up due to publication of wrong report in a Guwahati based newspaper. On 23rd March during CLP meeting I had cleared everything and was thinking that everything is over."

Pul said he was dropped from the cabinet as Health and Family Welfare minister on December 24 last year because of his initiative to streamline the health department.

"Health department was in pathetic condition. In order to streamline the department, I started with the move to increase the manpower. We have shortage of 7624 personnel in the department. I asked the CM to create posts to fill these vacancies. Due to bad financial situation, 2986 post was approved. However the Cabinet did not give full approval and only accorded in principle approval. I walked out of the Cabinet as I could not convince my fellow cabinet colleagues on such important matter. Out of sheer frustration I resigned which was not approved by the CM," Pul said. He added, "There was serious corruption in the medicine procurement process. I visited various hospitals and found that soon to be expired medicines with low quality were being procured. I tried hard to streamline the process. Now when I look back, the decisions that I took in the interest of the state were not liked by many people. Many people might have been dissatisfied due to my action for which I was dropped," he said.

Majority of women drug users introduced to opium by husbands

Itanagar, Apr 03: A majority of women drug-users in Arunachal Pradesh were introduced to opium after marriage, by their husbands, a new study has revealed.

The study - "Women Who Use Drugs in Northeast India" - noted, "A household survey in the state found that 2.1 per cent of females were opium users" and that "a majority of them were introduced to opium by their husbands after marriage".

Among 100 persons, who were surveyed, 6.4 per cent had taken drugs at least once (just ahead of Tripura's 1.1 per cent), the study found.

A higher percentage of drug consumption was found prevalent amongst users in Manipur (28.2 per cent), Mizoram (17.4 per cent), Nagaland (14.9 per cent), Meghalaya (12.1 per cent), Assam (10.2 per cent) and Sikkim (9.8 per cent).

The study was commissioned by the United Nations Office on Drugs and Crime under its regional initiative "Prevention of transmission of HIV amongst drug users in SAARC Countries".

This is the first comprehensive study of women who use drugs across all the eight states of the Northeast.

The study said "substance use among women is associated with early initiation to sex, sexual abuse, greater number of sexual partners, exchange of money for sex, and infrequent use of condoms with sexual partners".

It noted that among more than half of the women drug users in Arunachal Pradesh, the prime source of income is through selling drugs or sex.

Comparing the demographic characteristics of women who use drugs in high HIV prevalent (Manipur, Meghalaya, Mizoram and Nagaland) and low HIV prevalent states (Arunachal Pradesh, Assam, Sikkim and Tripura), the study said that women from the high HIV burden states are slightly older, more of them tend to be widowed/separated/divorced and a smaller proportion live with a partner/spouse.

Concerns were raised regarding the fact that in low HIV burden states, a significant proportion (57 per cent) of women begins to inject drugs without transitioning from non-injecting.

It also stated that women in these states "who use drugs exhibit greater frequency of paid sex as well as sex in exchange for drugs".

The study noted that caution must be exercised in the low HIV burden state of Arunachal Pradesh to mount and scale up harm-reduction interventions. PTI

Let peace prevail

The trouble torn Tirap district is once again in news for all the wrong reasons. In an audacious ambush, suspected NSCN militants killed three personnel of 4 Rajput Regiment and injured four yesterday morning at Tukpi village, about 15 km from Khonsa along Khonsa-Longding road. While no group has claimed responsibilities for the attack, the suspicion point towards Naga rebel groups who are operating in the districts of Tirap, Changlang and Longding.

Whenever such incident occurs, it is the ordinary citizens who have to pay heavy price for it. Most of the time it is seen that security forces trouble local citizen in the name of counter insurgency operation against the fleeing militants. One can only hope that same is not happening with the people of Tukpi village where the incident took place. For years the people of three trouble-torn districts which shares border with Nagaland state and neighbouring country Myanmar are facing insurgency problem. Government of India has totally failed to tackle the problem. Minister of state for home Kiren Rijiju who hails from Arunachal Pradesh should take note of the incident and try help in finding long term solution to the vexed Naga issue. Unless the government of India solves Naga issue, the peace will not return to Tirap, Changlang and Longding. People of three districts along with whole of the state are looking towards Rijiju with hope. Meanwhile let us hope that peace return to the district at the earliest.

Make status report public

Dear Editor,

It is a matter of grave concern and anguish for All Nyishi Students’ Union (ANSU) that in recent past crime against students has increased manifold. But in most cases the police and administration have utterly failed to nab the culprits. ‘But enough is enough’ and now onwards ANSU will not tolerate any crime against students’ community.

The ANSU is constantly and continuously committed to safeguard and protect the interest of all students irrespective of their family background and without any discrimination. In the eyes of ANSU all students are equal.

On 31st March in the morning hour  Tani Tana was found brutally murdered that too inside the premises of Government M.E school, ESS sector, Itanagar. Till 6 am he was at home and at 8:30 am his body was seen and found inside the bathroom of the above mentioned school in the pool of blood. His head was severely smashed and there was injury mark around his neck also. This explicitly and amply proves that an innocent child Tani Tana was murdered.

I being the education secretary of  ANSU would like to  draw the  attention of the Home Minister  towards the  heinous crime and  strongly demand that the status report inclusive of the progress made in the investigation of the most brutal and most inhumane act of murder of Tani Tana, a 10 year-old boy, be made public without any further delay.  At the same time ANSU condemns this heinous crime against a student of primary school and warns the culprits that ANSU is not going to spare them at any cost. They deserve exemplary punishment and ANSU ensures that they get it at the earliest.

At the same time, I, on behalf of the  ANSU, also raises its finger on insensitivity of ‘education department’ which allows academic institutions to be safe haven for criminals and anti-social elements especially during vacation and holidays.  Lt. Tani Tana would have probably not been murdered had the main gate of the school not been locked as it is a vacation-time. Hence, education department is also partly responsible for this brutal murder. The education department must also ensure that in future no any sort of crime is committed in the premises of academic institutions of Arunachal. Failing which or re- occurring of any type of crime against students shall be viewed very seriously by ANSU and if police and administration fail to punish the culprits ANSU will be compelled to take its own course of action in the form of democratic means in order to safeguard and protect the students’ community. ANSU will not let the life of any student go in vain. They are the future of Arunachal and they are the potential human resources to build our nation stronger and more powerful.

I on behalf of ANSU demand immediate and prompt action to nab the culprit(s) and also to pay the substantial amount of compensation to the poor and bereaved family who lost their talented son. Looking forward for a prompt action from your end.

Yours,

Lokam Tagiam

Education Secretary, ANSU

Improve power supply in Ziro

Dear Editor,

Through esteemed daily we would like to draw the attention of Honourable MLA of 17th Ziro –Hapoli constituency toward erratic power supply in Ziro valley.

Every year from the month of November to April people of Ziro- Hapoli suffer from irregular power supply in the name of load shedding. Many colonies of Hapoli and old Ziro gets only 2-3 hours power supply during day time. And at night power is supplied on hourly system. These hourly supplies of power disturb the concentration of student who are preferring for college, CBSE and other Board exams. Sometimes it irritates the students.

From the month of January to March, regular power supply is very much needed because within these moths various exams are conducted, besides Apatani festival of Mokyo, Murung, Meda.

While others can manage somehow, but poor students who are preparing for exam and interview needs regular power supply especially at night.

During election campaign, our MLA promised to rectify the irregular power supply by repairing the old Hydel. This promise touched us very much. So students and many other commoner voted for our him because so far no other MLA talked on this issue. But it seems that his promise is just like any other politician’s promise which is seldom kept.

Our MLA is doing very good job such as broadening the colony roads but please also address the problem of power supply. We do not mind if power is supplied irregularly during day time, but we need uninterrupted power supply whole night.

We are concluding our appeal with hope that from next year our table lamp does not go off at night. And we also appeal to NGOs of Ziro–Hapoli to take up this issue with the concerned authority because it now it very difficult and irritating to live with hourly system of power supply every year!!

Yours,

Kago Tuke

Hage Hasang, Hapoli

No work culture is the age-old culture

Dear Editor,

We see bizarre scenes in most of the government offices whenever we happen to visit there. No work culture is the age old culture of state government employees. On the basis of available facts, there are three or four categories of employees.

First category of employees goes to office late and come back early, doing nothing.

Second category of employees goes to office however, pass their time gossiping with their colleagues. Third category of employees hardly goes to office. The fourth category is of course, the miniscule group of employees, who work sincerely and diligently, and they are the people who are running the show if there is anything left to call it.

Some responsible officers who do not go to office attend when they see some personal gain. Otherwise, they spend their time in hunting, fishing, gambling, extending their empire etc.

From this we can understand the deep malaise rooted in the system itself. The number of such officer/officials in the state can run into thousands if not lakh. This are the reasons why nothing move in the state govt. offices for months/years together. I want to remind the those employees that they are not only behaving irresponsibly but also help generating irresponsible citizens for the future. Their young kids are observing silently. They are growing up fast to follow suit.

From the above scenario, it is apparent that more than half of the employee’s donot have job to perform. If that is so, why does not government sack them from service? Generation of employment for the sake of employment does not make any sense. I believe the efficient work culture of the state govt. employees can be improved considerably if the strength of employees is trimmed from the present strength, and holidays are reduced to a minimum.

And at the same time they should also be made accountable for timely completion of each and every job assigned efficiently, umpteen number of state holidays and bandhs have made the employees further cripple and lazy.

When their counterparts of public sector unit can live with 10 days of holidays in a year, why do the state govt. employees need more holidays?

Thanks to the blood donors

Dear Editor

Arunachal Vivekananda Yuva Shakti (Ignited Youth) and NGO deserve our thanks for helping the poor people specially the patients.  I am writing this letter because I am highly obliged and impressed by the free service given by Arunacnai Vivekananda Yuva Shakti to the needy people of our state.

My sister Miss Yalena Uli has been suffering for last two weeks. First one week, doctors of Daporijo give her treatment, but when her condition did not improve, I brought her to General Hospital Naharlagun where her treatment is going on.

The doctor at Naharlagun advised blood transfusion but it was difficult for me to get blood, then I contacted Arunachal Vivekannada Yuva Shakti.

Its volunteers Techi Neri and Bharat Hilang came and donated blood to save life of my sister. Now my sister is improving and I am thankful to General Secretary, President of Arunachal Vivekananda Yuva Shakti (ignited Youth).

Yours,

Explore better ways of revenue generation

Dear Editor,

The installation of new electric meter system has become a matter of concern for the people of Arunachal Pradesh.

The objections raised by the consumers are not unfounded. What is the need for changing the meter when it is working well? The general public is not at all prepared for the drastic change in these circumstances. Better ways of revenue generation may be explored by the Government rather than insisting on this controversial method. While other states are making all out efforts to provide free or subsidized electricity to the citizens; ours also should take people-friendly steps. How about reducing the huge expenditure incurred in maintaining the luxurious life of few individuals and top officials at the cost of common people? That might be an effective way for saving crores of public money every month.

The Government might reconsider the new policy in the light of grievances and aspirations of the masses.

Yours,

K.Riba, Naharlagun

A new dawn

Dear Editor,

As the day dawn sedately, I begun to log in to the Arunachal Times, in the very first page of the headline “Long wait ends, Yobin’s accorded ST status” had animated me all smiles and a thought stroke me that  the dawn of the down troddened tribe Yobin of Arunachal Pradesh has begun.

Yours,
