Heema Hospital conducts IUI
ITANAGAR, Apr 3: Bringing a new hope to the childless couples of the state, the first Intrauterine Insemination (IUI) baby was born at Heema Hospital on 1st April. The child weighing 3.5 K.G was normally delivered. This is a major achievement as the IUI unit of Heema Hospital was established only last year.
The unit is functioning under the watchful eye of Dr S Ahmed, Senior Gynecologist who had undergone advanced training in infertility at Singapore. Meanwhile, Health and Family Welfare Minister, Rajesh Tacho called upon CMD Heema Hospital, Dr. Byabang Rana and urged his team to continue such path breaking activities in the field of health sector.
MLA visits APEDA office, assures to provide office infrastructure

DAPORIJO, Apr 03: Local MLA cum Arunachal Pradesh Energy Development Agency (APEDA) Chairman, Dikto Yekar accompanied by Upper Subansiri Deputy Commissioner Komkar Dulom visited the office of the Project Officer of APEDA here following a recent complaint lodged by All Arunachal Pradesh Government Departmental Labour's Union, Upper Subansiri unit.
The MLA met all the staff of APEDA and inquired about functioning of the office and other grievances of the staff, particularly payment of salary and other infrastructure requirement in the office. He also assured the officials to provide adequate furniture and other miscellaneous items for smooth functioning of office.
The Deputy Commissioner asked the staff to perform their duty sincerely and honestly.
AAPGDLU President Tanam Maki praised the MLA for his quick and positive response to their grievances of APEDA staff.

Reacting to the claim of the Youth Organisation Movement of Arunachal Pradesh (YOMA), ATWO in a letter to the Chief Secretary said that the Jabli village was recognized by the Govt of India during 2011. It further said that there is no illegal structure or haphazard earth cutting which may cause inconvenience to the travellers.
YOMA in a statement earlier said that more than 150 OBT buildings were erected overnight at Joram, Deed, Raga and Ziro for claiming TAH compensation in Lower Subansiri district. YOMA had also added that illegal practice of malicious people causes inconvenience to travellers claiming that haphazard earth cutting is going on. It had further claimed that due to illegal construction, the compensation amount was increasing every day.
However, describing the claim of the YOMA as false and misleading, ATWO said there is no road blockade for travellers and no malafide intension to get handsome compensation. The structures were erected for dwelling purposes earlier, not with a motive to claim compensation, the ATWO further said. The authorities must compensate the TAH affected people, the organization added.
Crowds swarm IBF
ITANAGAR, Apr 03: The Itanagar Book Fair (IBF) continued to enthrall the Capital Complex dwellers and pulled in an appreciable crowd as the fair reached its 7th day today.
The crowd was further buoyed by the fact that it was a Good Friday holiday. Number of prominent officials and personalities, like Rajeev Takuk, CEO State Rural Livelihoods Mission, Dr. Asham Borang, Scientist, State Forest Research Institute, Dr. Irak Bagra, ADC to Governor and Batem Pertin, Director of Research were found browsing books in the fair. Takuk, Borang and Pertin, all avid readers, have been visiting the fair daily and were even found buying books for students and youngsters on the spot to encourage reading.
The lone Arunachalee stall represented by the Directorate of Research was a major crowd puller throughout the day and did a brisk business as per their report.
Many visitors, including Marnya Ete, Commissioner, Tax and Excise while appreciating the initiative, hoped that the fair would be made into an annual event. The fair will continue for another two days and conclude on 5th April.
DC inaugurates paper recycling plant in Tawang
ITANAGAR, Apr 03: Tawang Deputy Commissioner, Abhishek Dev inaugurated the Beater Machine and the cutting tool for the first Paper Recycling Plant of Tawang which was donated by the NHPC, Tawang unit.
The paper recycling unit has been installed by the Environmental Protection Society (EPS) with the help of the Deputy Commissioner. While inaugurating the machines, Dev said that this recycling plant will help protect the environment by recycling the recyclable wastes.
The officials of the NHPC, Tawang unit were also present on the occasion.
The DC also inaugurated a "Pine Briquet" unit which has been installed by the organization procured with the help of the District Administration.

Pul alleges financial mismanagement by Govt

ITANAGAR, Apr 03: Just a day after being expelled from the Congress party, Hayuliang MLA, Kalikho Pul today launched a scathing attack on the Congress led state government and alleged them of financial irregularities.
Pul claimed that the state is going through severe financial crisis due to the financial mismanagement of the present government. Situation is so bad that it compelled the Chief Secretary to order closing of the year on March 24 instead of March 31, Pul added.
"Government is not able to pay money to the contractors. Therefore they have issued
cheques which have validity till April 30th. It means they have no money to pay now

Therefore, how can people blame me for the present financial mess," said Pul.
Lastly he added that the present liabilities of state government to the tune of above 6 thousand crore and the money supposedly to come under 14th finance commission is around the same. "Whatever new fund we receive under 14th finance commission will be spent to clear the liabilities. Now tell me where is the money for development? From where will they pay salary to the government employees," Pul added.
Pul also informed that the funds for PMGSY, DONER, NEC and NRHM has been misused due to which no fresh fund is coming to the state. Painting of gory days ahead, he claimed that due to the present financial crisis, the situation is fit to declare financial emergency in the state and imposition of Presidents' Rule.

I walked out of the Cabinet as I could not convince my fellow cabinet colleagues on such important matter. Out of sheer frustration I resigned which was not approved by the CM," Pul said. He added, "There was serious corruption in the medicine procurement process. I visited various hospitals and found that soon to be expired medicines with low quality were being procured. ITANAGAR, Apr 03: With its continuous endeavour to strengthen network and connect different geographies, Vodafone India, one of India's leading telecom service providers, has announced the launch of its network in Daporijo in Upper Subansiri District and Aalo and Basar in West Siang District of Arunachal Pradesh. With this launch, Vodafone becomes the first private telecom operator to expand its tentacles in Upper Subansiri. The formal inauguration programme at Daporijo is likely to be on 4th April 2015.

Among 100 persons, who were surveyed, 6.4 per cent had taken drugs at least once (just ahead of Tripura's 1.1 per cent), the study found.
A higher percentage of drug consumption was found prevalent amongst users in Manipur (28.2 per cent), Mizoram (17.4 per cent), Nagaland (14.9 per cent), Meghalaya (12.1 per cent), Assam (10.2 per cent) and Sikkim (9.8 per cent).
The study was commissioned by the United Nations Office on Drugs and Crime under its regional initiative "Prevention of transmission of HIV amongst drug users in SAARC Countries".
This is the first comprehensive study of women who use drugs across all the eight states of the Northeast.
The study said "substance use among women is associated with early initiation to sex, sexual abuse, greater number of sexual partners, exchange of money for sex, and infrequent use of condoms with sexual partners".
It noted that among more than half of the women drug users in Arunachal Pradesh, the prime source of income is through selling drugs or sex.
Comparing the demographic characteristics of women who use drugs in high HIV prevalent (Manipur, Meghalaya, Mizoram and Nagaland) and low HIV prevalent states (Arunachal Pradesh, Assam, Sikkim and Tripura), the study said that women from the high HIV burden states are slightly older, more of them tend to be widowed/separated/divorced and a smaller proportion live with a partner/spouse.

On 31st March in the morning hour Tani Tana was found brutally murdered that too inside the premises of Government M.E school, ESS sector, Itanagar. Till 6 am he was at home and at 8:30 am his body was seen and found inside the bathroom of the above mentioned school in the pool of blood. His head was severely smashed and there was injury mark around his neck also. This explicitly and amply proves that an innocent child Tani Tana was murdered.

Improve power supply in Ziro

Through esteemed daily we would like to draw the attention of Honourable MLA of 17th Ziro –Hapoli constituency toward erratic power supply in Ziro valley.
Every year from the month of November to April people of Ziro-
From the month of January to March, regular power supply is very much needed because within these moths various exams are conducted, besides Apatani festival of Mokyo, Murung, Meda.
While others can manage somehow, but poor students who are preparing for exam and interview needs regular power supply especially at night.
During election campaign, our MLA promised to rectify the irregular power supply by repairing the old Hydel. This promise touched us very much. So students and many other commoner voted for our him because so far no other MLA talked on this issue. But it seems that his promise is just like any other politician’s promise which is seldom kept.
Our MLA is doing very good job such as broadening the colony roads but please also address the problem of power supply. We do not mind if power is supplied irregularly during day time, but we need uninterrupted power supply whole night.
We are concluding our appeal with hope that from next year our table lamp does not go off at night. And we also appeal to NGOs of Ziro–Hapoli to take up this issue with the concerned authority because it now it very difficult and irritating to live with hourly system of power supply every year!!

No work culture is the age-
Dear Editor,
We see bizarre scenes in most of the government offices whenever we happen to visit there. No work culture is the age old culture of state government employees. On the basis of available facts, there are three or four categories of employees.
First category of employees goes to office late and come back early, doing nothing.
Second category of employees goes to office however, pass their time gossiping with their colleagues. Third category of employees hardly goes to office. The fourth category is of course, the miniscule group of employees, who work sincerely and diligently, and they are the people who are running the show if there is anything left to call it.
Some responsible officers who do not go to office attend when they see some personal gain. Otherwise, they spend their time in hunting, fishing, gambling, extending their empire etc.
From this we can understand the deep malaise rooted in the system itself. The number of such officer/officials in the state can run into thousands if not lakh. This are the reasons why nothing move in the state govt. offices for months/years together. I want to remind the those employees that they are not only behaving irresponsibly but also help generating irresponsible citizens for the future. Their young kids are observing silently. They are growing up fast to follow suit.
From the above scenario, it is apparent that more than half of the employee’s donot have job to perform. If that is so, why does not government sack them from service? Generation of employment for the sake of employment does not make any sense. I believe the efficient work culture of the state govt. employees can be improved considerably if the strength of employees is trimmed from the present strength, and holidays are reduced to a minimum.
And at the same time they should also be made accountable for timely completion of each and every job assigned efficiently, umpteen number of state holidays and bandhs have made the employees further cripple and lazy.
When their counterparts of public sector unit can live with 10 days of holidays in a year, why do the state govt. employees need more holidays?

My sister Miss Yalena Uli has been suffering for last two weeks. First one week, doctors of Daporijo give her treatment, but when her condition did not improve, I brought her to General Hospital Naharlagun where her treatment is going on.
The doctor at Naharlagun advised blood transfusion but it was difficult for me to get blood, then I contacted Arunachal Vivekannada Yuva Shakti.
Its volunteers Techi Neri and Bharat Hilang came and donated blood to save life of my sister. Now my sister is improving and I am thankful to General Secretary, President of Arunachal Vivekananda Yuva Shakti (ignited Youth).

Explore better ways of revenue generation

The installation of new electric meter system has become a matter of concern for the people of Arunachal Pradesh.
The objections raised by the consumers are not unfounded. What is the need for changing
the meter when it is working well? The general public is not at all prepared for
the drastic change in these circumstances. Better ways of revenue generation may
be explored by the Government rather than insisting on this controversial method.
